Comprehensive Plan -- What’s Indexing ?
by Keith Holdsworth

[Principal Planner, Comprehensive Plan, City of Indianapolis]

As the land use mapping meetings progress in the Pike and Wayne Township planning areas, participants will soon be involved in indexing. But what does this bit of planning jargon mean?

Indexing is assigning an alternate land use recommendation to an area.  The main recommendation represents the most appropriate use for the particular parcel.  However if for some reason the main recommendation cannot be met, the indexed land use is an acceptable second choice.

Indexing occurs for two types of land use recommendations: proposed parks and special uses.  Proposed parks are indexed because the City may not have the capacity to acquire the parcel for park land at the time the owner is interested in selling.

Existing special uses more than five to ten acres are also indexed. Entities, such as churches, schools, hospitals, and golf courses, are encouraged to continue operations on their property designated for special use.  But should they cease operations or sell their land, it is important that the Comprehensive Plan identify an alternate use.  An index land use recommendation signals to developers, land owners, neighbors and City staff what the most appropriate second choice is.

The land use mapping process for the Pike and Wayne Township planning areas continues. Upcoming meetings will be held at the following times and locations:
