Comprehensive Plan 
Urban Mixed-Use Defined

Urban Mixed-Use is a land use category that you will be seeing for the first time in the current update of the Comprehensive Land Use Maps for Marion County. As mentioned in February’s Common Ground, the Indianapolis Insight Issue committees recommended increasing the effectiveness of the plan by redefining a number of land use categories. 

The Urban Mixed-Use land use category typically consists of existing areas of densely developed, pedestrian oriented, mixed-use (primarily commercial), development within the historic central city and first generation suburban areas of Indianapolis. 

This development pattern varies from location to location but typically includes multi-story buildings located at or near the right-of-way, with entrances and large windows facing the street. Parking is typically within, to the side, or to the rear of buildings. Original building uses were retail and services on the ground floor with offices or apartments on the upper floors. Future development in these areas should maintain the historic fabric of the existing development. A classic example is the portion of Massachusetts Avenue in Downtown. In most blocks the buildings, both old and new, are on the front lot line, are two to five stories, and have more than one type of use. This category could also used in areas where it is appropriate to replicate this older style of development or where it is appropriate to develop small (less than 5-acre) retail uses that serve an immediate neighborhood. 

An old trolley stop corner in northwestern Center Township is the site of the first use of this category in the Land Use Map update. This intersection exhibits the classic housing-over-retail building pattern on two of the four corners. These parcels were given the Urban Mixed-Use designation. Of the remaining corners, one is residential and the other is vacant. The Urban Mixed-Used designation was given to the vacant site in hopes of easing development of an appropriate use.

Although meetings are being held on a township basis, results from each township will be combined to form an overall Land Use Plan for Marion County.
