Comprehensive Plan 
Franklin & Decatur to Begin

Starting in January 2004, the Land Use Mapping Phase of the Indianapolis Insight Plan will be focused on the Decatur and Franklin Township Planning Areas.  The Department of Metropolitan Development will host a series of meetings in each township to develop a new land use plan.  Anyone with an interest in the future development of the townships (concerned residents, neighborhood groups, business people and development professionals) is invited.

The City planning staff will bring out maps of proposed land uses to each meeting.  The meeting participants then have the opportunity to gather around a table and discuss the proposals.  The planning staff does a pretty good job of recommending the appropriate land use for each site.  However each meeting’s discussions creates changes to the proposed plan.  The imprint of the citizen planners can be seen on every Land Use Map that has been developed in this process so far.

Staff works hard to create an open environment, so participants won’t hesitate to speak out and get fully involved.  The success of the meetings hinges upon respect, both in expressing your thoughts and listening to others.  Unfortunately, not everyone can get their way every time, however the staff makes sure that people at least have the satisfaction of knowing that they have been heard and taken seriously.

All meetings begin at 7 p.m.

The first two Decatur Township Planning Area meetings will be held on the following dates and locations: 

Tuesday, January 13 
Decatur Township High School cafeteria 
5251 Kentucky Avenue 

Tuesday, February 3 
Lynwood Elementary School library 
4640 Santa Fe Drive

The first two meetings for the Franklin Township Planning Area will be held as follows: 

Tuesday, January 20 
E. B. Carver Education & Technology Center 
6141 S. Franklin Road 

Tuesday, February 10 
Arlington Elementary School 
5814 S. Arlington Avenue

Approximately seven meetings are anticipated for each of the planning areas.  However, more meetings will be scheduled if it is determined that the extra meetings are needed to complete the work.  The content of each meeting will build upon the outcome of the previous meetings.

Through this series of meetings, recommended land uses will be proposed for each parcel of land within the planning areas.  The Decatur Township Planning Area coincides with the township boundaries.  The Franklin Township Planning Area will not include the area covered by the 1997 I-65/County Line Road Strategic Plan, nor will it cover the City of Beech Grove. Portions of Beech Grove are found in four different townships.  Rather than look at the town in fragments, it was studied at one time as part of the Perry Township/Beech Grove Planning Area.

Although the planning area meetings are being held on a township-by-township basis, the results from each township will be combined into an overall Land Use Plan for Marion County.
