Comprehensive
Plan The primary land use categories are the building blocks of the Comprehensive Land Use Maps. Each parcel of land in the Planning Areas will be assigned one of the 19 primary land use categories approved by the Metropolitan Development Commission. The categories broadly define development by use and intensity such as “Community Commercial Uses”, “General Industrial”, and “Park”. Under the current Comprehensive Plan, developed in 1990-1993, 21 categories are used. In the first phase of the Indianapolis Insight Plan, the Issues committees and planning staff reviewed the effectiveness of these categories and recommended a number of changes. This resulted in the 19 categories now being used in the Comprehensive Plan update. One of the new categories in the Comprehensive Plan update is “Floodway”. This land use category consists of areas within the 100-year floodway. The 100-year floodway is the area where water flows during a flood of such intensity that it is likely to occur once in 100 years. Obviously these areas exhibit a great potential for property loss and water quality degradation and should not be developed. Uses within a floodway should not be expanded or altered. In the current Comprehensive Plan, floodways are a part of a broader land use category called Urban Conservation. Floodways were placed in their own category to emphasize them and the danger development in them can cause. Upcoming Land Use Mapping meetings: Tuesday,
