Comp Plan Implementation Committee
Needs Your Help

I have been attending the Comp Plan Implementation Committee meetings. To help guide their work, a survey was circulated in the Comp Plan newsletter, "The VIEW".  If you have not responded, please take a moment and do so.  Make copies and ask your associates to complete one also. 

Please rank the following recommendations for revisions to the zoning ordinances. (1) Critical Priority (3) Average Priority (2) High Priority (4) Low Priority Please reserve the (1) Critical Priority category for the issues you hold to the highest importance. 

Dwelling Districts: 
_____Amend the cluster option to allow transfer of preserved open space to Indy Parks at the approval of the Dept. as it meets their mission. 
_____Require community open space within residential developments over a certain size. 
_____Amend the DP ordinance to require connection to a wastewater system. 
_____Limit lot reduction under the cluster option by establishing a district-by-district minimum lot size. 
_____Allow shared driveways to reduce overall lot improvements. 

Commercial and Industrial Districts: 
_____Increase buffering between commercial/industrial areas and residential areas. 
_____Require sidewalks and establish standards for pedestrian safety. 
_____Allow adult education facilities within commercial and industrial zones. 
_____Incorporate aesthetic development considerations/standards, particularly as they relate to major streets and highways. 
_____Refine parking requirements. 
_____Institute parking maximums. 
_____Require a greater level of landscaping with parking lots. 
_____Further control on-premise signs and reduce the number of off-premise signs (billboards). 

Other Zoning District Ordinances: 
_____Update the Wellfield protection Zoning Ordinance. 
_____Update the Gravel, Sand and Borrow Zoning ordinance. 
_____Provide for a Airport Perimeter Zoning District which would prohibit residential development within appropriate noise contours and establish aviation easements. 
_____Revise the Subdivision Control Ordinance to require developments to include more than one exit. 
_____Amend the appropriate ordinances to require connection of new subdivision streets to existing "stub Streets". 
_____Amend the light and noise provisions of the zoning district ordinance to add specificity with the goal of making these provisions easier to enforce.
