****Revision of the city Ordinance regulating adult businesses is now slated to move from the MDC, where it was approved, to the City-County Council. The intentions are to tighten up the legal language so it better fits with recent court decisions and to set out limits on the hours and conditions of operation of these businesses. If passed, there will be new requirements for adult businesses to close all day on Sundays and from midnight to 10:00 am other days. It is anticipated that limiting the hours will lessen the attendant crime in areas around adult businesses. In addition, other restrictions on premises are aimed at reducing the amount of illegal adult activity within the buildings.****Apparently, voting her conscience was more treachery than 8 Republican City-County Councilors could take and they acted immediately to remove Beulah Coughenour from her position as leader of the Republican caucus. It was a vote at the marathon City Council meeting on August 25th, that sparked the ouster near midnight. The motion had been to reduce the various city department operating balances in an effort to lower property taxes. Ms. Coughenour voiced her opinion that this action would harm the ability of Indianapolis to deliver the services it promised to its citizens. She broke ranks with her fellow Republicans, voted with the Democrats on an otherwise party-line vote, and caused the defeat of the motion. As soon as the meeting was over, the caucus re-convened and, by a vote of 8-7, removed Ms. Coughenour from her leadership position. This Grand Dame of Indianapolis has crafted some of the most fundamental and forward thinking legislation enacted since Uni-Gov, which will benefit our City for generations to come.
