Campaign Contributions (part 2)
by Pat Andrews
[Vice-President of McANA]

As promised last month, here are some interesting, some curious, results of our campaign finance research to date.

The Bart Peterson for Mayor Committee in 2003: accepted $250 from The Lamar Companies (billboard company) and returned same 10 days later. Took in $1375 from Vectrin Employees Federal PAC, Evansville (pro-I-69 new terrain group) and $5000 from Keith Lochmueller, Chandler, IN (principle of Bernardin Lochmueller & Assoc., the firm handling I-69 for INDOT), and $250 from Bryan & Traci Nicol , Greenwood (Commissioner of INDOT). Accepted up to $2650 from Mary Solada (two Indianapolis addresses), $200 from Brian & Marita Tuohy (Indianapolis address), and $1000 from Thomas Michael Quinn (does not live in Marion County), all land use attorneys. Took in $300 from CP Morgan, $250 from Dura Builders, and $8360 from David Kosene, all builders. Took in $36,500 from Baker & Daniels, $23,250 from Barnes & Thornburg, and $14,675 from Bose, McKinney & Evans, all law firms.

MCDemCC: marion county democratic central committee

GIDemC: greater indianapolis democratic committee

GIRepFC: greater indianapolis republican finance committee

MCRepCC: marion county republican central committee

The Knox for Council Committee spent $519.40 with Ralph’s Mufflers in 2001, to ’fix truck’ and $276.00 in 2002 for ’business suits’.

A search of campaign contributions online at the State’s website (www.indianacampaignfinance.com) was conducted by typing in a last name. Listed below are all the results for donations to Marion County or Indianapolis political organizations. This search function only goes back through 1997.

Land Use representatives:  Thomas Michael Quinn, who lives in Fishers, donated $125 to the Marion County Democratic Central Committee (MCDemCC) in 2001, followed by $5000 in 2002 and another $5000 in 2003. He apparently made no contributions to that organization from 1997 through 2000, nor to any other county political organizations. Brian Tuohy donated $100 in 1997, $100 in 1998, $370 in 2002 and $380 in 2003 to the MCDemCC and $250 in 2000 to the Greater Indianapolis Democratic Committee (GIDemC). Stephen Mears donated $250 in 2003 to the same organization. Searches for Kais, Solada, Nicely, Good, Valenzano, Kingen and Ochs came up with no relevant donations.

Builders: David Kosene gave either an individual or corporate donation to the Greater Indianapolis Republican Finance Committee (GIRepFC) totaling $2500 in 1998, $1850 in 1999, $1625 in 2000, $1370 in 2001, $1500 in 2002, and $1125 in 2003. He gave the Marion County Republican Central Committee (MCRepCC) $125 in 2001. Dura Builders gave the MCRepCC and the GIDemC $2000 each in 2003. Crossmann Communities gave the MCDemCC $1000 in 2001. Searches for CP Morgan, Beazer, Mann, Davis Homes, and Arbor gave no relevant contributions.

Keith Lochmueller (Chandler, IN) of Bernardin Lochmueller & Assoc. (BLA, Evansville) gave the MCDemCC $1000 in 2000 and $120 in 2001. BLA gave the same organization $1000 in 2002. A search for Bernardin or Vectrin yielded no relevant results.

James Irsay began giving to Marion County political groups in 2000. He gave the MCDemCC $1000 in 2000, $670 in 2001, and $300 in 2003. He gave the GIRepFC $1700 in 2000, $1500 in 2001, and $1800 in 2003. He also gave the GIDemC $9500 in 2003. The Indianapolis Colts, Inc. contributed to the same groups. They gave the MCDemCC $330 in 2000 and $450 in 2002. In 2003 they gave the GIDemC $500, the GIRFC $600, and the MCRepCC $1500.

Next year the Marion County Election Board hopes to make local candidate campaign finance reports available on-line, as well.
